Residents attend town hall meeting; discuss street improvement

OSMOND — A town hall meeting was held at the city auditorium on Tuesday, May 25, to discuss proposed street improvements.

Steve Parr with JEO Consulting Group reviewed the proposed improvements for each street improvement district, noting whether the district included just the street or if intersections and other improvements such as a storm sewer were included, which would explain the difference in cost between the districts.

He also explained how state statutes regulate how a district is set up and the assessment costs are figured. These districts follow the long-standing practice Osmond has used with former street improvement districts.

An information sheet was distributed, showing the projected total costs of each district and the breakdown between assessments and city obligation amounts. This information is available at the city office.

Parr explained that with current low interest rates, the predicted cost for all the residents of Osmond to cover the bond payments, if all 10 of the street districts pass, would run $447 to $465 per $100,000 valuation on property for the next 15 years. Steve Parr fielded questions, although some could not be answered until council addresses those issues should the districts pass.

Parr emphasized that objection letters have to be received in the city clerk’s office by June 2. The hearing to determine which districts failed will be held at the regular city council meeting on Monday, June 14, at the city auditorium.
