PROCEEDINGS OF THE KNOX COUNTY BOARD OF SUPERVISORS
A regular meeting of the Knox County Board of Supervisors was held in the Boardroom at the Knox County Courthouse in Center, Nebraska on the date of February 9, 2017 at 9:30 a.m.  Present were Supervisors Martin J. O’Connor District #1, Patrick J. Liska District #2, Virgil H. Miller District #3, James Sokol, Jr. District #4, Kevin D. Mackeprang District #5, Danny R. Schlote District #6 and James J. Borgmann District #7.  Absent was none. Chairman Sokol, Jr. presiding.
Supr. O’Connor led the Board in the Pledge of Allegiance.
Chairman Sokol, Jr. announced to the public that a copy of the Public Open Meeting Act was posted in the Boardroom.
Notice of the meeting was given in advance thereof by publication in the Niobrara Tribune newspaper, as shown by the Affidavit of Publication attached to these minutes.
Notice of this meeting was simultaneously given to all members and a copy of their acknowledgment and receipt of notice and agenda is attached to these minutes.  All proceedings hereafter shown were taken while the convened meeting was opened to the attendance of the public.
Correspondence reviewed was: 1. Missouri Sedimentation Action Coalition Newsletter; 2. Nebraska Dept. of Road letter with information concerning proposed improvement project of Hwy. 84 between Center and Verdigre.
The January 26, 2017 meeting minutes were approved as read.
The Clerk of the District Court January Fee Report was placed on file.
Claims totaling $333,607.68 were allowed subject to delinquent personal taxes.
There was no public comment on agenda items. Public comment on agenda items was given by Supr. Schlote that the cost of new lights for the Wausa County Shed would be $2,900
Chairman Sokol, Jr. moves the Board recess at 10:01 a.m. for Board of Equalization.
The Knox County Board of Supervisors reconvened at 10:16 a.m. with all members present.
Hwy. Supt. Barta met with the Board on the following: 1. Resolution #2017-01 was adopted authorizing Chairman Sokol, Jr. to sign Project Program Agreement – BL1719 between Knox County and the Nebraska Department of Roads for County Bridge Match Program Project Number STWD-CBMP(1) (Creighton North).  A full copy of Resolution #2017-01 is on file in the Knox County Clerk’s Office; 2.  Chairman Sokol, Jr. signed Project Program Agreement – BL1719 between Knox County and the Nebraska Department of Roads for County Bridge Match Program Project Number STWD-CBMP(1) (Creighton North); 3. Chairman Sokol, Jr. was authorized to sign an agreement between Knox County and the Nebraska Department of Roads for re-monument of section corners for Project No. STP-84-5(109) Center to Bloomfield; 4. The Board approved the quote from Husker Steel, Columbus NE in the amount of $48,696 for steel projects for a 24 ft. 6 in. x 33 ft. bridge on the Dowling/Morton Township line with the County using beams that the County already have on hand; 5. Two quotes from Husker Steel, Columbus NE were approved for steel products in the amount of $4,188 to replace the guardrail on a bridge near the Wausa City Park and $3,289 to replace the guardrail on a bridge near the Rolling Hills Golf Course; 6. The Board accepted the insurance settlement from NIRMA in the amount of $20,700 less the $2,500 deductible leaving a balance of $18,200 for totaling out the wrecked 1999 Sterling truck; 7 The new truck will be delivered next week; 8. The purchase of a 4-foot wide ditch bucket for the CASE tractor backhoe with an estimated cost of $2,000 was approved; 9. Discussed lawsuit on the Lindy/Santee road project.  Judge James Kube ordered mediation that will take place on April 12, 2017; 10. Inspecting and replacing road signs continues.
At 10:30 a.m., Chairman Sokol, Jr. opened the advertised One and Six Year Road Hearing.  Present were Addison Twp. Treasurer Robert Kuhl, Jefferson Twp. Chairman Jimmie Kotrous, Spade Twp. Clerk Don Henery, Hwy. Supt. Barta and Wausa Gazette Reporter Deanna Anderson.  Hwy. Supt. Barta presented information on the present road budget; highway allocation amounts; amount received from the 2016 surplus sale; road, bridge & oil projects; machinery purchased; and the County/Township allocation.  Discussion was held on the proposed changes by the Miller feed lot.
Chairman Sokol, Jr. closed the opened One and Six Year Road Hearing at 11:15 a.m.
Zoning Administrator Doerr met with the Board on the following: 1. Discussion was held on Administrative Plat Application #P0102 Marty Mischke lot split in the SW1/4SW1/4of Section 21, T33N, R2W of the 6th P.M., Knox County, Nebraska.  The split was for two tracts that would be 3.01 acres and 5.02 acres.  The Board took no action as further information and research is needed; 2. The January 2017 Permits Report was placed on file; 3. There won’t be a Planning Commission meeting in February but there will be one in March.
Chairman Sokol, Jr. moves the Board recess at 11:42 a.m. for lunch.

The Board went into executive session at 12:50 p.m. so as to protect the reputation of individuals while conducting road employee job evaluations.  Chairman Sokol, Jr. reiterated that the executive session will be held so as to protect the reputation of individuals while conducting road employee job evaluations.  The Board moved to the Annex #1 meeting room.  The Board came out of executive session at 2:55 p.m.
