January 5, 2016
Village Board Meeting
The Board of Trustees of the Village of Belden met in regular session on January 5, 2016, at the Library Building. Meeting called to order at 7:00 p.m. by Chairman Wobbenhorst.
MEMBERS PRESENT: Wobbenhorst, Stapelman, Campbell, Huetig and Patefield.
MEMBERS ABSENT: None
VISITORS PRESENT: Jerry Gross
Board reviewed the minutes of the last meeting. One correction noted, a type on page 3, line 7, the word out should be our – “Appoint Terry J. Mead from JEO Consulting Group, Inc. as our Street Superintendent for the year 2016.” Motion to approve minutes as corrected by Patefield, seconded by Campbell. Ayes: All. Nayes: None.

Motion to approve bills by Stapelman and seconded by Huetig. Ayes: All. Nayes: None.
Gross reported that the painting in the library is going well. The north room is done. One of the lights in the north room did not work and needed a new ballast. Fixed. Bathroom light also needed repairs and is fixed.
Huetig reported that the power company has been contacted to take down the Christmas lights and as soon as they do, Jerry will get them stored.
Stapelman will evaluate if we need fuel for the tractor and will take care of.
Wobbenhorst advised that Manzer has sent a letter saying they have decided to keep all village accounts local, so business will be as usual.
Wobbenhorst reported the following correspondence/reports completed: JEO appointed Village Engineer, Terry J. Mead appointed Street Superintendent, annual Roads and Streets Certification and annual Certification to Classifications and Standards sent to the state, annual water survey sent to the state, annual sewer report sent to the state, village Banner permit has been renewed and received, Welcome to Village sign permit has been renewed and received, Tobacco License for Downhome Bar has been renewed for 2016.
The board reviewed the draft one and six year plan for the streets that has been sent for review by JEO, our street engineers. The Public Hearing on this plan will be held at our regular February meeting. Public Notice of Hearing will be made at least ten days in advance of this meeting.
Wobbenhorst noted that we have received correspondence from the Nebraska Department of Roads that they are working on long range planning and the State Wide Improvement Plan. NDOR will be holding public meetings around the state to obtain input. They have set up stakeholder meetings for village and cities to have input. The closest meeting for Belden will be in Columbus on January 19.
Correspondence from the Wau-Col Regional Water System was discussed. They have approved a raise in base and usage water rates that will be implemented at the end of January, 2016. After discussion any action on this item was tabled until the next meeting.
The board reviewed and approved a vacancy announcement for the Village Clerk/Treasurer position. It was agreed to advertise the position in all three local papers, Randolph, Laurel and Coleridge, as well as posting it in Belden.
The board noted that our next meeting will be the first Tuesday of February, which will be February 1, 2016.
No further Business appearing meeting was adjourned to the call of the Chairman.
