VILLAGE OF BELDEN
BUDGET HEARING
MINUTES
The Budget Hearing of the Village of Belden was held the 14th day of September, 2016, at 7:00 pm.
Board Members Present: Janice Wobbenhorst, Jody Campbell, Brad Stapelman, Cathy Huetig, and Robert Patefield.
Absent: None
Non-Board Members Present:  Ron Stapelman
The Budget Hearing was opened by Wobbenhorst for discussion and comments.  The Budget was prepared by Dana F. Cole & Co., LLP.  With no objections or additions, the Budget hearing was closed.
Wobbenhorst opened the hearing for the Tax Request.  There was a 2.5% increase this year.  There were no objections or additions to the tax hearing so it was closed.
Motion was made by Patefield and seconded by Campbell, J. to approve the Budget  as presented for the 2016-2017 Fiscal Year.  Roll Call Vote was completed.  Stapelman: Aye

Motion was made by Patefield and seconded by Campbell, J. to request an audit waiver for the fiscal year ended Sept, 2016.  Ayes: All   Nayes: None

The following Resolution for Setting the Property Tax Request was moved by Stapelman, seconded by Huetig.  Ayes:  All   Nayes: None   Motion Passed
Resolution Setting the Property Tax Request
Resolution No. 2016-3
WHEREAS, Nebraska Revised Statute 77-1601.02 provides that the property tax request for the prior year shall be the property tax request for the current year for purposes of the levy set by the County Board of Equalization unless the Governing Body of the Village of Belden passes by a majority vote a resolution or ordinance setting the tax request at a different amount; and
WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; and
WHEREAS, it is in the best interests of the Village of Belden that the property tax request for the current year be a different amount than the property tax request for the prior year.
NOW, THEREFORE, the Governing Body of the Village of Belden, by a majority vote, resolves that:
1.    The 2016-2017 property tax request be set at  $15, 780.90.
2.    A copy of this resolution be certified and forwarded to the County Clerk on or before October 13, 2016.
No further business appearing and meeting was adjourned. Moved by Campbell, J., seconded by Stapelman.  Ayes:  All   Nayes: None

The budget hearings of the Randolph School District were called to order at 8:01 pm by President Paul Schmit on September 12, 2016 with the following present:  Members: Paul Schmit, Mike Strathman, Tim Kint. Sandy Owen, Loren Haselhorst Superintendent Hoesing, Principal Miller, Principal Bazata, a patron, a staff member and Susan Lenhoff recording secretary. Absent and excused was Jim Scott.
President, Paul Schmit announced and informed the public that a current copy of the open meetings act is in the Library.
Motion was made by Kint and seconded by Owens to hereby determine that this meeting was preceded by publicized notice being published in the Randolph Times on August 31,2016 and is hereby duly convened in open session.  On roll call vote motion carried 5-0.
Superintendent Hoesing and Randolph School Board opened the hearing for the purpose of hearing support, opposition, criticism, suggestions or observations of taxpayers relating to setting the final tax request for the 2016-2017 school year.
Motion was made by Strathman and seconded by Haselhorst to adjourn the meeting at 8:02 pm.  On roll call vote motion carried 5-0.
Superintendent Hoesing and Randolph School Board opened the hearing at 8:03 pm  for the purpose of hearing support, opposition, criticism, suggestions or observations of taxpayers relating to setting the final tax request for the 2016-2017 school year.
Motion was made by Kint and seconded by Strathman to adjourn the meeting at 8:05 pm.  On roll call vote motion carried 5-0

The regular meeting of the Randolph Board of Education was called to order at 8:05 pm by President Paul Schmit on September 12, 2016 with the following present:  Members: Paul Schmit, Loren Haselhorst, Tim Kint, Sandy, Owens, Mike Strathman,   Superintendent Hoesing, Principal Miller, Principal Bazata, a patron, a staff member, Angie Steffen of the Randolph Times and Susan Lenhoff recording secretary.  Absent and excused was Jim Scott.

Motion was made by Haselhorst and seconded by Strathman to hereby determine that this meeting was preceded by published notice being published in the August 31, 2016 Randolph Times and is hereby duly convened in open session.  On roll call vote motion carried 5-0.
Motion was made by Kint and seconded by Owens to approve the August 15, 2016 regular meeting minutes and Budget Workshop meeting minutes of August 22 2016. On roll call vote motion carried 5-0.
Motion was made by Kint and seconded by Owens to approve the September 2016 claims. On roll call motion carried 5-0.
Motion was made by Strathman and seconded by Haselhorst in adopting the proposed 2016-2017 budget.  On roll call motion carried 5-0.
The following tax resolution was read and adopted as follows:
2016 – 2017 TAX REQUEST RESOLUTION
FOR
CEDAR COUNTY SCHOOL DISTRICT #14-0045
WHEREAS, public notice was given at least five days in advance of a Special Public Hearing called for the purpose of discussing and approving or modifying the District’s Tax Request for the 2016- 2017 school fiscal year for the General Fund and Special Building Fund of Cedar County School District #14-0045; and,
WHEREAS, such Special Public Hearing was held before the Board of Education (hereinafter “the Board”) of Cedar County School District #14-0045 (hereinafter “the District”) at the time, date and place announced in the notice published in a newspaper of general circulation, a copy of which notice and proof of publication of which is attached, all as required by law; and,
WHEREAS, the Board provided an opportunity to receive comment, information, and evidence from persons in attendance at such Special Hearing; and
WHEREAS, the Board, after having reviewed the District’s Tax Requests for each said fund, and after public consideration of the matter, has determined that the Final Tax Requests as listed below are necessary in order to carry out the functions of the District, as determined by the Board for the 2016 – 2017 school fiscal year.
NOW BE IT THEREFORE RESOLVED that (1) the Tax Request for the General Fund should be, and hereby is set at $3,368,147.09; (2) the Tax Request for the Special Building Fund should be, and hereby is set at $119,927.27
It is so moved by Tim Kint, and seconded by Loren Haselhorst, this 12th day of September, 2016.

Motion was made by Schmit and seconded by Owens in appointing the building principals as interim route drivers as needed, if a van is used on that route.  On roll call motion carried 5-0.
K-6 Principal Miller, 7-12 Principal Bazata and Superintendent Hoesing gave their monthly reports to the board.
Meeting was adjourned at 8:50 pm.
Notice is hereby given that the next regular board meeting of the Randolph Board of Education will be Monday, October 17, 2016 at 8:00 p.m.   The regular meeting will be held at the high school board room and is open to the public.  An agenda is kept continually current and is available for public inspection in the Superintendent’s Office during regular office hours.
