April 6, 2016

The council convened in open session on Wednesday, April 6, 2016 at 6:30 p.m. in the council chambers. Notice was given in advance by publishing in the Randolph Times. Council acknowledged by Receipt of Notice. Present were Mayor Schutt, Councilmen Winkelbauer, Wattier, Bargstadt, City Administrator/Clerk/Treasurer Backer, Police Chief Greiner, Economic Development Director Van Meter, and news reporter Deanna Anderson. Absent, Councilman Lemmons. Mayor Schutt advised those present of the location of the posted information regarding the Open Meetings Act. Also present, John Huff, Josh Rayford, Jim Schnoor, and James Munter.

Josh Rayford with the Randolph Area Foundation distributed blueprints of the Welcome to Randolph Signs to the Council. The Nebraska Department of Roads requires a signed lease agreement with the property owners before the signs can be placed. In the absence of Attorney Carlson, Backer will contact Keelan Holloway, City Attorney for Laurel, to seek approval of the sample lease agreements provided by Van Meter. Motion by Bargstadt, seconded by Winkelbauer to approve placement of the signs contingent upon approval of said lease agreements. If not approved, this motion is null. Members of the Park Board, James Munter and Jim Schnoor, received permission from the Council to order two truckloads of Ag Lime, which will finish the softball field. They will be lining up volunteers to pick up and deliver the Ag Lime. The Park Board also reported plans to beautify the park this summer.

Backer presented application for Special Designated License on behalf of Mrs. Bubba’s for reception and dance to be held on June 4, 2016 at the city auditorium. Motion by Wattier, seconded by Winkelbauer to approve the application. ROLL CALL YEAS: Bargstadt, Winkelbauer, Wattier NAYS: None ABSENT: Lemmons

John Huff presented information to the council regarding the need for a flow meter at the Wastewater Treatment Facility. The flow meter will accurately measure the amount of water coming into the facility, which is necessary to continue with the current study of the facility. The Council reviewed two quotes from GPM; one for a Laser flow meter and one for the Signal flow meter. Motion by Bargstadt, seconded by Wattier to approve the purchase of Signal Meter at the quote of $5,612.00. ROLL CALL YEAS: Winkelbauer, Wattier, Bargstadt NAYS: None ABSENT: Lemmons

Department reports presented. Chief Greiner submitted police report to council. Van Meter again reviewed the need to implement Tax Increment Financing (TIF) for housing development. Backer informed the Council that applications for summer help had been received and will be reviewed in the upcoming week.
