Minutes

January 23, 2012

On January 23, 2012 the Hartington City Council met for their regular meeting at the city hall beginning at 7:00 P.M. Notice of time and place of the meeting was given in the advance notice by posting. Notice of time and place of the meeting was communicated in the advance notice to the mayor and council.

Present were Mayor Peitz; Councilpersons Burbach, Christensen, and Addison; and City Clerk ~ Treasurer Lenzen. Absent were Councilman Kruse and Legal Adviser Pier. Mayor Peitz called the meeting to order followed by all present reciting the Pledge of Allegiance. Mayor Peitz announced that the open meeting law poster was on the back wall of the council room and reminded everyone to silence their cell phones.

A motion to approve the minutes of the January 9, 2012 meeting was made by Burbach and seconded by Christensen. A roll call vote was taken. Burbach – yes, Christensen – yes, and Addison – yes. Motion carried.

Carter Hubbard, Olsson Associates, and Dan Kathol presented information regarding the flood control design study. A power point was presented. Option 5 was selected which included increasing the storage capacity of the downstream pond located on the Yates property. The proposed dam would be constructed as far north as possible. The proposed top of dam elevation would be 1445 feet. The dam would discharge runoff through a 12” low flow pipe at elevation 1420 feet. A preliminary opinion of cost was prepared for a total project cost of $373,460.00. This figure includes costs for expansion of the Westfield Acres retention pond and outlet modifications, and the cost associated with stream stabilization measures between Highway 57/84 and the entrance to the storm sewer conduit. Funding for the project was also presented. A Hazard Mitigation grant from FEMA, EPA State Revolving Loan, and funds from the Nebraska Environmental Trust through the water quality program.

Keith DeJong, Eisenbraun & Associates, reviewed the One and Six Year Street Plan. Projects in the One Year plan are as follows. Nordby Phase 1, Felber Street from Summit Avenue to Robinson Avenue and Cedar Street From Felber to Goetz, Court Street from Lemon to Portland and State Street from Aberley to Portland, Alley paving from Franklin to Center between Broadway and Summit, Hoese Street from Complex to 150’ West, Madison Street from Park south to corporate limits, Cedar Avenue from South Street to south corporate limits, County road on south corporate limits from Robinson Avenue to Madison Avenue, and Broadway Avenue , Main to Franklin. Projects in the Six year plan are as follows. Camper Drive from Summit to Broadway, Felber Street from Broadway to Portland Madison, Capitol, Oak, Aberley from Elm to Felber with Lemon from Main to Felber, Alley paving from Felber Street to Elm Street between Summit Avenue and Broadway Avenue, Centre Street between Madison Avenue and Capitol Avenue, Madison Avenue from Main Street to Centre Street, Broadway Avenue from Court Street to Franklin Street, Aberley Avenue from Dooley Drive to Dead End, West State Street from Olive Avenue to 150’ West, Elm Street, Lemon Avenue to Portland Avenue, Portland Avenue, Elm Street to Felber Street, State Street, Portland Avenue to 150’ East, Westfield Acres Phase 2, and Nordby Addition Phase 2. A public hearing is scheduled for Tuesday, February 28, 2012 at 7:00 P.M.

There were no department reports. Mayor Peitz did report that the new truck was used for hauling snow and it worked great.
