Minutes
January 24, 2012
The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30 am and the meeting was called to order as advertised, with Marlen Kraemer, David McGregor and Terry Pinkelman answering roll call. Also present County Clerk David Dowling. Chairman Kraemer stated the open meetings laws are posted on the wall for public inspection.
Motion was made by Pinkelman and seconded by Kraemer to approve the agenda. Motion carried with a 3 to 0 vote. Motion was made by Kraemer and seconded by McGregor to approve the minutes from the last meeting. Motion carried with a 3 to 0 vote.
Supt. Carla Schmidt presented underground easement for District One approval, Schmidt then discussed several projects that are now listed as federal aid projects. The Commissioners decided to have the county attorney look at the proposal before the county board signs the resolution.
Dave Sudbeck presented his annual report that needs board chairman’s signature before it can be mailed to the state; chairman McGregor signed the report after it was reviewed. Sudbeck reported that the state added a new weed to the noxious weed list. The new addition is known as Japanese Knot Weed, but it is not hard to take care of. The Board then asked that he attend all training workshops that are offered to keep his status current with the state’s requirements.
Steve Mietz, park supt. for National Park Service stated he is here to introduce himself to the county board and to talk about land protection planning in Nebraska and South Dakota. Mietz presented information and stated they will be public forums in the future to be held in Niobrara, Vermillion and Sioux Falls to get out a basic overview of the agency. Mietz stated he can be contacted at his office in Yankton if anyone has any questions regarding the National Parks Service.
Janet Wiechelman met to discuss the implementation of LB669 that was passed last year and it requires that agreements need to be in place by the end of January. Wiechelman presented an agreement she drafted to meet these requirements of LB669 and asked that the board to review the resolution. Wiechelman stated she has given the resolution to the count attorney, but hasn’t received any comments from him at this time. Wiechelman also stated that she would like the board to review with their group in February at the county board workshop to discuss actions of the 20/20 committee’s report and the reengineering plan mentioned in LB669.
Kevin Garvin met to discuss the update of the local emergency operations plan and also discussed getting 22 pallets of sand bags to replace the ones used this last spring. Kraemer stated that they will send a truck down Thursday to get the bags and Commissioners will find a place to store them.
County Attorney, George Hirschbach updated the board on recent court proceedings in both district and county court has cost the county some money, but they have saved money by using public defender service and also state Attorney General services.
Garret Vis representing Colonial Life met to discuss adding the option of Colonial Life to payroll deduction and asked for permission to visit with the employees. Commissioners agreed to review the information and stated they would have to think about it and make a decision at a later date.
Board held discussion with Tri-State Cleaning on cleaning procedures and working out a schedule to accommodate getting the cleaning job done. Chairman McGregor asked that a log be kept on times cleaning staff is working the complex so at any time the board can review the log and see when a specific job has been performed.
Motion was made by Pinkelman and seconded by McGregor to reappoint Maurice Ketter to the RC&D board for another 3 year term. Motion carried with a 3 to 0 vote.
Kraemer reported on recent Region IV Mental Health board meeting he attended and stated that 10 people from this area have been transferred to the Lincoln facility. Kraemer also reported on Northeast Nebraska Area on Aging meeting he attended in Norfolk. Kraemer also mentioned that he had met with the City of Laurel on a proposed grain storage facility and roads leading to the facility.
With no further business or agenda items the meeting was declared adjourned.

Notice of Public Hearing for Community Development Block Grant Program Funds
The Mayor and City Council of the City of Hartington, Nebraska will hold a public hearing on Monday, February 13, 2012 at 8:00 p.m. in the City Council Chambers, 107 West State Street, Hartington, Nebraska, regarding a budget amendment to the Nebraska Department of Economic Development Community Development Block Grant (CDBG Funds #10-TFHP-5030). This grant is available to local government for local affordable housing activities.
Public Hearings are required during these Community Development Block Grant Fund activities to obtain citizen input, comments, or opinions with regard to the program or project performance.
• CDBG Funds Project #10-TFHP-5030 – City of Hartington New construction
The City of Hartington is requesting to increase the amount of activity 0502 Streets for Housing from $36,000 to $78,891, and decrease the amount of activity 501 Site Improvement from $88,000 to $45,109. The total project still remains at $400,000. No persons will be displaced as a result of CDBG Fund activities.
The original grant application and budget amendment is available for public inspection at City Hall, 107 West State Street, Hartington, Nebraska. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the budget amendment. Written testimony will also be accepted at the public hearings scheduled for 8:00 p.m., February 13, 2012 at the City Council Chambers in Hartington, Nebraska. Written comments addressed to Crystal Lenzen, City Clerk, at 107 West State Street, Hartington, NE 68739 will be accepted if received on or before February 12, 2012.
