NOTICE OF PUBLIC HEARING ON APPLICATION FOR
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
NOTICE IS HEREBY GIVEN that on October 24, 2011 in the City Hall the City of Hartington will hold a public hearing concerning an application to the Nebraska Department of Economic Development for a Community Development Block Grant. This grant is available to local governments for community development activities.
The City of Hartington is requesting $505,000 for CDBG Economic Development loan to a start-up business locating in an existing building in Hartington, including equipment, inventory, working capital and renovations; and $5,000 will be used for general administration of the grant. The total project is $1,655,000 with matching funds of $1,150,000 being provided by the business in equity and other financing. The City of Hartington will sub-grant $500,000 to Northeast Economic Development, Inc, a Non-Profit Development Organization (NDO), who will then loan the $500,000 CDBG funds to the start-up business.andThe purpose of the NDO is to de-federalize the loan payments made by the business in order to allow for more flexibility on future loans to businesses.andThis project will create 20 jobs of which 51% will benefit low to moderate income persons.andThe City foreseesandno one being displaced as a result of CDBG activities, but will follow the City’s plan for minimizing displacement of people displaces as a result of CDBG activities.
