Notice is hereby given that the City Council of the City of Laurel will hold a public hearing on a redevelopment plan for the real estate described in this notice, pursuant to the Nebraska Community Development Law.  The hearing will be held in the Council Chambers at City Hall in Laurel, Nebraska, on the 15th day of September, at the hour of 6:00 p.m.  The property affected by this notice is described as follows:

Mayor Mark Patefield called the Council meeting to order at 6:00 P.M.  Roll Call:  Knudsen,   Garber, Swanson.  Johnson – absent.   Administrator Mark McCoy, Clerk Carlson and Attorney Holloway were also present.  Guests:  Lori Hansen, Deanna Anderson, Larry Cross, Mary Plettner, Eric Zeece.

The Open Meetings act was posted and acknowledged.  Notice of the meeting was published in the Laurel Advocate and posted in three public places.  The agenda was on file at the Clerk’s office and kept continually current.  Advance notice of the agenda & meeting were given to the Mayor & Council.

Dan Curran with the Nebraska Dept. of Economic Development, presented a plaque/certification along with congratulations to the Mayor and the City on recertification in the EDCC Program.  He gave some of the history on how the program evolved.  The City must recertify every five years. (April 2010 was the first time).  Recertification depends on the City’s efforts to be proactive as well as progressive which results in growth and prosperity.  Mary Plettner from NPPS added her congratulations.  Laurel has stayed focused and she is very proud of Laurel’s accomplishments.

Heather Eagle reported for Hillcrest Care Center.  There are 25 in the Nursing Home and 8 in the Assisted Living.  They had a loss of $12303.67 for the month.

Hillcrest Colonial Manor’s report was included in the Council Packets.

Officer Ron Lundahl reported for the Laurel Police Department.  The July Monthly Summary is as follows:  1 Fix it ticket, 1 citation, 12 warnings, 1 accident, 3 animal complaints, 1 motorist assist, 3 outside assist, 1 open door, 3 hrs officer training,  1 funeral traffic, 8 noise complaints, 1 alarm, 2 assaults, 145 building checks, 4 suspicious persons, 2 arrests, 1 disturbance, 1 theft.  The police car traveled 680 miles.

Luke Virgil reported for Ec. Development.  He thanked everyone in the community for their help in the EDCC Recertification and for supporting Economic Development.  Congressman Adrian Smith was here on July 20th for a Town Hall meeting.  About 40 people gathered at Main Street Apothecary to listen to Governor Pete Ricketts on July 24th.

Bill Engebretsen has resigned from the Laurel Tree Board.  Swanson made a motion, Garber second to approve Tara Klausen as a replacement to the Tree Board.  Roll Call Vote: Aye – Knudsen, Swanson, Garber.  Johnson – absent.  Motion carried.

Knudsen made a motion, Garber second to approve the Owner-Occupied Housing Rehab application #1001193 for up to $25,000.  Roll Call Vote: Aye – Knudsen, Swanson, Garber.  Johnson – absent.  Motion carried.

The CRA meeting was cancelled.  The next meeting will be Sept. 1.

The Library Board report was included in the packets.

No report from the Laurel Rescue Squad.

Stephanie Urwiler reported for the Laurel Recreation Board.  Summer programs have been going very well.  96 boys were out for baseball between the ages of 5-18.  76 girls between the ages of 5-16 played softball.  Everyone has appreciated the new lights at the ball field.  The Rec Board purchased all new softball equipment.  Two of the baseball teams (8 & 10 year olds) won their division championships.  The Rec Board is developing a website where registration and schedules will be posted.  There is no timeline on when this will be completed.

Knudsen made a motion, Swanson second to waive the three readings of Ordinance #552-2015 authorizing the sale of Lot 11 Block 4 in Manton’s Addition.  Roll Call Vote: Aye – Swanson, Garber, Knudsen.  Johnson – absent.  Motion carried.

Knudsen made a motion, Swanson second to pass and adopt Ordinance #552-2015.  Roll Call Vote: Aye – Garber, Knudsen, Swanson.  Johnson – absent.  Motion carried.

The Claramont Steak & Chop House/Knuckle Heads Bar requested that the City of Laurel give approval to a special designated liquor license for Glassmeyer’s wedding reception held at Swanson’s (S&S building) at 104 Elm St. Laurel, Nebraska. Knudsen made a motion, Garber second to waive the three readings of Ordinance #553-2015.  Roll call vote: Aye-Knudsen, Garber.  Swanson-abstain.  Johnson-absent.  Motion carried.

“AN ORDINANCE OF THE CITY OF LAUREL, CEDAR COUNTY, NEBRASKA PERMITTING THE CONSUMPTION OF ALCOHOLIC BEVERAGES IN A LIMITED AREA OF PUBLIC PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF LAUREL, NEBRASKA, ON THE DATES OF SEPTEMBER 12th  AND 13TH, 2015.”

Knudsen made a motion, Garber second to move for final passage and adopt Ordinance #553-2015.  Roll call vote:  Aye – Knudsen, Garber.  Swanson – abstain. Johnson – absent.  Motion carried.

Knudsen made a motion, Swanson second to approve the recommendation of Adm. McCoy to hire Kevin Jundt for the City maintenance position.  Roll Call Vote: Aye – Swanson, Garber, Knudsen.  Johnson – absent.  Motion carried.  He is replacing Justin Hoeppner.

Swanson made a motion, Garber second to approve the hiring of Katherine McKillip for part time officer for the Police dept with the stipulation of findings, pending a background check.  Roll Call Vote: Aye – Knudsen, Swanson, Garber.  Johnson – absent.  Motion carried.

Two building permits were reviewed.  1) Karen Hartington – New House – 62’x38’ and garage – 24’x24’.  2)  Holly Klausen – Installation of 5 – 8’x6’ fence panels in backyard.  Garber made a motion, Swanson second to approve the building permits.  Roll Call Vote: Aye – Swanson, Garber, Knudsen.  Johnson – absent.  Motion carried.

The Council Reviewed Adm. McCoy’s report.  The paving project in Norris Addition, 4th Street and Adkins addition have been completed except for seeding of grass which will happen the first week of September.  Mark Patefield stated the evaluation of Adm. McCoy was on his desk at home and asked the Council to send any comments to him within the next week.

The Council discussed the budget for 2015-2016. Sewer rates will be increased. McCoy will contact Roger Protzmann with JEO and ask him to come to the October or November meeting to get his recommendations.  No further comments on any changes to the budget.

At 6:55 P.M., Swanson made a motion, Knudsen second to adjourn. Roll Call Vote: Aye – Garber, Knudsen, Swanson.   Johnson – absent.   Motion carried.

The next scheduled Council meeting will be held Tuesday Sept 15th, 2015 @ 6:00 P.M.  This is a change from the regularly scheduled meeting which normally would be held on Monday, Sept. 14th.  This change is due to the request of City Adm. McCoy.
