July 28, 2015
The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30 am and the meeting was called to order as advertised, with Jerry Wiese, David McGregor and Terry Pinkelman answering roll call. Also present County Clerk David Dowling. Chairman Pinkelman stated the open meetings laws are posted on the wall for public inspection.
Motion was made by Wiese and seconded by McGregor to approve the agenda. Motion carried with a 3 to 0 vote. Motion was made by McGregor and seconded by Wiese to approve the minutes from the last meeting. Motion carried with a 3 to 0 vote.
Road supt., Carla Schmidt presented an underground easement for district one approval. Schmidt then presented inventories for each district to review and make corrections if needed. Schmidt then reported on a traffic count on the rendering road, which showed 2,342 per week with a maximum speed of 66 mph. Schmidt stated only 8 percent of the traffic was over the speed limit.
Zoning administrator, Dave Sudbeck stated he has a zoning scheduled for August 10 to address a few applications.
Board then addressed special liquor license application from Ag Society and Hartington Chamber of Commerce for September 5thfor an event at the fairgrounds that Street Legal is performing. Representing the Ag Society was Russ Flaming stating the only change in this application is to allow some hard liquor drinks also. Motion was made by McGregor and seconded by Pinkelman to allow the special license application as presented to the Nebraska Liquor Commission for September 5thfor beer and alcohol from 6 PM to Midnight. Voting McGregor, yes; Pinkelman, yes; Wiese, yes; motion carried.
Motion was made by McGregor and seconded by Pinkelman to approve the request from the historical society for an additional $2,000.0 to be used for lighting repair in the exhibit hall, which will bring the total budget support to $13,000.00 for the next fiscal year. Motion carried with a 3 to 0 vote.
Joan Brodersen, Peggy Leiting and Emily Patefield met with the board to update them on last year’s library program and how money was used from the county budget contribution. Joan Brodersen, library board chairman spoke in behalf of the group. Brodersen also explained how the additional funds held improve computer training and computer updates. Peggy Leiting also spoke about how the Randolph Library has improved their service to the community with the funding, which increase book purchases and also computer speed was increased. Emily Patefield was representing the Laurel library and updated commissioners on their computer classes and afternoon classes for young people in the community. Patefield stated they have doubled their membership with the library. Patefield also stated they want to purchase more laptop computer to be checked out by their membership. The budget request was the same as last year. Motion was made by Pinkelman and seconded by Wiese to approve $6,000.00 for Randolph and Hartington and $3,000.00 for Laurel same as last year. Motion carried with a 3 to 0 vote.
Kevin Garvin met to discuss the phone company changing over the wires from the dispatch to the tower and the update will require more room for the dispatch office. Kevin asked the board to add 3 feet of wall space to make the changes.
Assessor Don Hoesing presented 3 corrections and one omitted property to the board for review and approval. Motion was made by Pinkelman and seconded McGregor to approve the correction on parcels 6243 for one year and 5380 for two years. Motion carried with a 3 to 0 vote. Hoesing then presented parcel 5814.07 from the omitted property list onto the tax roll. Motion was made by Wiese and seconded by Pinkelman to approve the property to be added onto the tax roll. Motion carried with a 3 to 0 vote.
With no further business or agenda items the chairman declared the meeting adjourned.
