The Reorganizational/Regular Monthly Meeting of the Village of Coleridge Board of Trustees was held at the Coleridge Community Building in said Village beginning at 7:00 p.m., Monday, December 12, 2016. Present were Chairman George R Hefner, Trustee Greg Meier and newly elected trustees Rodney Hall, Gary “Shorty” Jansen and Jessie Jackson. Others present were Jonathan Marburger, Dennis Naslund, Darby Weller and Sharon Anderson.
Notice of the meeting was given in advance by publication in The Coleridge Blade on December 7, 2016. Notice of the meeting was simultaneously given to all trustees and a copy of their acknowledgment of receipt of notice is in permanent record. Availability of the agenda was communicated in the advance notice, a copy of which is on file in the office of the Village Clerk and a copy was given to each member of the Board prior to the meeting. All proceeds thereafter were taken while the convened meeting was open to the public.
Village Clerk Sharon Anderson opened the reorganizational meeting at 7:00 p.m., stating to all in attendance that a current copy of the Nebraska Open Meetings Act was available for review and indicated the location of the copy posted in the meeting room.
Anderson administered the Oath of Office to new Trustees Rodney Hall, Gary “Shorty” Jansen and Jessie Jackson.
Anderson asked for nominations for Chairman Pro Tempore. Jansen was nominated by Jackson; Hefner moved that nominations cease, seconded by Meier. Gary Jansen was elected as Chairman Pro Tempore by acclamation.
Chairman Pro Tempore Jansen then asked for nominations for Chairman of the Village Board for 2017. Hefner was nominated by Meier.  A motion was made by Hall that nominations cease, seconded by Jackson. George R Hefner was elected as Chairman for 2017 by acclamation.
Chairman Hefner asked for nominations for Chairperson of the Park View Haven/The Embers Board for 2017. Hefner nominated Meier. Jackson moved that nominations cease, seconded by Jansen. Greg Meier was elected by acclamation.
Jackson made a motion to appoint the following entities or individuals for 2017; The Coleridge Blade as the official newspaper; Curtiss Law Offices PC of Plainview as Village Attorney; JEO Consulting Group, Inc. as Village Engineer; Terry Mead of JEO Consulting Group, Inc. as Village Street Superintendent. Jansen seconded the motion. By roll call vote: Meier, Aye; Hall, Aye; Jansen, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
Motion by Meier seconded by Jackson to name the following as Village Employees for 2017: Darby Weller, Police Chief; Dennis Naslund, Maintenance Supervisor; Sharon Anderson, Village Clerk/Treasurer; Kyla Jueden Assistant Clerk/Treasurer; Robyn Hansen as Housekeeper; Steve Nordby Assistant Maintenance. By roll call vote: By roll call vote: Meier, Aye; Hall, Aye; Jansen, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
A motion was made by Jackson, seconded by Jansen to name the following individuals to positions as stated for 2017: Darby Weller, Brandon Fiscus and Chairman George Hefner as members of the Health Board; Greg Meier and Sharon Anderson as members of the Safety Committee; Jon Polak, Bill Hefner, Jeff Wemhoff, and Don Heitman as members of the Tree Board; Jim Fish, Rick Lage, Jerry Puppe, Ron Wege and Chad Frerichs as members of the Zoning and Planning Commission; Rodney Hall as representative to the Northeast Nebraska Economic Development District; Leroy Cautrell as representative on the Wau-Col Rural Water System Advisory Board; Earl Papenhausen, Nick Puppe, Leroy Cautrell, Ron Wege and Dennis Naslund to the Community Development Block Grant Board; Earl Papenhausen, Mert Hahne, Robert Yost, Gary Frerichs and Norma Dendinger as members of the Housing Authority Board. By roll call vote: Meier, Aye; Hall, Aye; Jansen, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
At 7:12 PM a motion was made by Meier, seconded by Jackson that the Reorganizational Meeting be adjourned, to be followed by the regular December meeting.  There being no objections, the meeting was adjourned.
Chairman Hefner called the Regular Monthly Meeting to order at 7:13 p.m., he stated to all in attendance that a current copy of the Nebraska Open Meetings Act was available for review and indicated the location of the copy posted in the meeting room.
Jackson seconded by Hall made a motion to approve the agenda. Hearing no objections, Chairman Hefner declared the agenda approved as printed.
Jonathan Marburger of JEO Consulting Group Inc. explained the One and Six Year Street Program, including how the program is funded and what requirements must be met.  Future paving projects were discussed.
The Board discussed consent agenda items; previous month regular meeting minutes, financial reports, claims, police report, Wau-Col RWS report, annual safety report.  Motion by Jackson, seconded by Meier, to approve. By roll call vote: Jackson, Aye; Meier, Aye; Hall, Aye; Jansen, Aye; Hefner, Aye. Motion carried 5-0.
Utility Superintendent Dennis Naslund presented the water usage and loss report for 2016. The Board reviewed the reports and determined there is no need to increase utility rates (water, sewer, sanitation) for 2017.
Motion by Meier, seconded by Jackson to replace a non-working scale used to weigh fluoride at the 2001-1 well. Estimated cost is $700.00. Hearing no objections Chairman Hefner declared the motion passed.
Jackson introduced Resolutions 16-06 and 16-07 Security Bank Corporate Authorizations and moved for their passage. Motion seconded by Meier. By roll call vote: Meier, Aye; Hall, Aye; Jansen, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
Jackson motioned, seconded by Meier to approve Dennis Naslund to attend the Snowball Conference in January 2017 and the NRWA Association Conference in March 2017 both in Kearney, NE and Public Works Conference in January 2017 in Lincoln. By roll call vote: Jansen, Aye; Meier, Aye; Hall, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
Meier motioned seconded by Jackson, to approve Leroy Cautrell to attend the NRWA Association Conference in March 2017 in Kearney, NE. By roll call vote: Hall, Aye; Meier, Aye; Jansen, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
A letter from Dean Lich was read requesting input about opening a business in Coleridge.
Motion by Jackson seconded by Hall to approve a body-worn camera policy as presented by Chief Weller and to submit it to the state. By roll call vote: Hall, Aye; Meier, Aye; Jansen, Aye; Jackson, Aye; Hefner, Aye. Motion carried 5-0.
Other business with no formal action taken; FEMA Disaster Declaration DR 4183; community building air quality; washer/extractor installation at the fire & rescue station; building condemnation and demolition process; source water protection grant; Corona lots; service projects to do at the park; no Wau-Col meeting scheduled for January 2017.
Meier moved that the meeting adjourn, Jansen seconded the motion. Hearing no objections Chairman Hefner declared the meeting adjourned at 9:48 p.m.

The monthly meeting of the Board of Directors of Park View Haven Nursing Home/The Embers was held on at 6:30 p.m., December 21, 2016 at Park View Haven, Coleridge, Nebraska.  Present were Directors R. Hall, G. Jansen, J. Jackson, G. Hefner and G. Meier.  Absent: None.    Others Present:  S. Kalin, Adm., B. Lage, Recording Secretary.

Roll call was taken.  Motion was made by G. Hefner and seconded by J. Jackson to approve the agenda.  Hearing no objections, Chairman G. Meier declared the agenda approved as printed.
The Board discussed the following consent agenda items: November 16th Minutes, Park View Haven November financial report and claims; The Embers November financial report and claims.  Motion was made by J. Jackson and seconded by G. Jansen to approve as printed and distributed.  By roll call vote: Voting AYE: R. Hall, G. Hefner, G. Jansen, J. Jackson, and G. Meier.  Voting NAY:  None.  Motion carried five to none.
Discussion was held on updating  the bank resolutions for the facilities.
Motion was made by G. Jansen and seconded by J. Jackson for meeting to adjourn.  Hearing no objections Chairman G. Meier declared the meeting adjourned at 7:22 p.m.
