VILLAGE OF COLERDIGE

REGULAR MEETING

MINUTES

July 13, 2015

The Regular Meeting of the Village Board of Trustees of Coleridge, Nebraska was held at the Coleridge Community Building in said Village beginning at 7:00 p.m., Monday, July 13, 2015.  Present were Chairman George R. Hefner and Trustees, Kerry Hefner, Mary Jo Hansen, Terry Burbach and Greg Meier. Also present were Robert Yost, Glenda Kinghorn, Jackie Brittian, Norma Gehle, Dennis Naslund, Darby Weller and Sharon Anderson.

Notice of the meeting was given in advance by publication in the Coleridge Blade on July 8, 2015. Notice of the meeting was simultaneously given to all trustees and a copy of their acknowledgment of receipt of notice is in permanent record. Availability of the agenda was communicated in the advance notice, a copy of which is on file in the office of the Village Clerk and a copy was given to each member of the Board prior to the meeting.  All proceedings thereafter were taken while the convened meeting was open to the public.

Chairman George R. Hefner called the meeting to order, stating a current copy of the Nebraska Open Meetings Act was available for review, and indicated the location of a copy posted in the meeting room.

Chairman Hefner requested amending the agenda to include City Cemetery.  Motion by K. Hefner, seconded by Meier to amend and approve the revised agenda. By roll call vote: Burbach, Aye; Hansen, Aye; K. Hefner, Aye; Meier, Aye; G. Hefner, Aye. Motion carried 5-0.

The Board discussed consent agenda items as follows; previous month regular meeting minutes, financial reports, claims, police report, Wau-Col RWS report, CDBG Board minutes. Motion by Burbach seconded by K. Hefner to approve. By roll call vote: Hansen, Aye; K. Hefner, Aye; Burbach, Aye; Meier, Aye; G. Hefner, Aye. Motion carried 5-0.

Utility Superintendent Dennis Naslund received a letter from the NDEQ stating the Village was awarded a 2015 Source Water Protection Grant.  The Board reviewed a revised proposed scope and fee for the development of a Wellhead Protection Plan (WHPP) from Village engineers JEO.  Motion by K. Hefner seconded by Hansen, to approve.  By roll call vote: K. Hefner, Aye; Hansen, Aye; Burbach, Aye; Meier, Aye; G. Hefner, Aye. Motion carried 5-0.

The Board reviewed annual well and pump performance test results submitted by Sargent Drilling.  By general consensus the Board approved a Sargent Drilling Service Contract to continue annual well and pump maintenance.

Trustee K. Hefner introduced Resolution 15-03, Northeast Economic Development Inc. (NED Inc) Program Guidelines, and moved for its passage.  Seconded by Meier.  By roll call vote: Meier, Aye; K. Hefner, Aye; Burbach, Aye; Hansen, Aye; G. Hefner, Aye.  Resolution 15-03 passed 5-0.

FY 2015-2016 Budget items were discussed. A motion was made by Burbach to approve Dana F. Cole & Company to prepare the Village budget for FY 2015-2016. K. Hefner made a second to the motion. By roll call vote: Hansen, Aye; K. Hefner, Aye; Burbach, Aye; Meier, Aye; G. Hefner, Aye. Motion carried 5-0.

Robert Yost, representing the Coleridge City Cemetery Association, came to the Board asking about insurance coverage of fencing and signs at the city cemetery.  The Board asked questions regarding ownership and liability issues.  General consensus was to add items as discussed, pending approval from the Village insurance carrier.  The topic was placed on the August agenda for follow up and official action.

Other business, with no formal action taken; the shelter house in the park is almost done and has been insured; Trustee Meier gave an update on community building plans and recreational options for park; Chief Weller presented guidelines for an Eyewitness Identification Policy, and will forward the policy to Village attorney Bruce Curtiss for review.

K. Hefner moved that the meeting adjourn; Burbach seconded the motion. Hearing no objections, Chairman G. Hefner declared the meeting adjourned at 8:25p.m.

MEETING NOTICE

LAUREL-CONCORD-COLERIDGE SCHOOL

August 10, 2015

On August 10, 2015 at 9:00 a.m. a meeting will be held in the Superintendent’s Office of the Laurel-Concord-Coleridge School to provide an opportunity for parents and representatives of nonpublic schools to participate in the development of a plan for providing special education services to children with disabilities who attend nonpublic schools and home schools which are within the LCC district for the 2015-2016 school year. Parents of a home-schooled child, or a child attending a nonpublic school who has been or may be identified with a disability and attends a nonpublic school within the boundaries of Laurel-Concord-Coleridge School District, are invited to attend.
